Humanitarian reception of people affected by the situation in Afghanistan - Joint Press Release - Ministry of Foreign Affairs - Ministry of Justice and Public Security

The Minister of Foreign Affairs and the Minister of Justice and Public Security have signed today an interministerial decree regulating the granting of temporary visas and residence permits for the purposes of humanitarian reception for Afghan nationals, stateless persons and persons affected by the situation of serious or imminent institutional instability or serious violation of human rights or violation of the international humanitarian law in Afghanistan.

The measure is based on the humanitarian foundations of the Brazilian migration policy, as stipulated in Law No. 13.445, of May 24, 2017, which offers a protection mechanism, reaffirming Brazil’s commitment to respecting human rights and international solidarity.

The ordinance establishes legal requirements for the granting of humanitarian visas, to be met by the interested party. A visa is an expectation of entry into the country and it does not bind the Brazilian State to cover the expenses of migrants coming to Brazil.

The embassies in Islamabad, Tehran, Moscow, Ankara, Doha and Abu Dhabi will be able to process visa applications for humanitarian reception. Brazil does not have a resident embassy or consulate in Afghanistan.

Special attention will be given to requests from women, children, the elderly, people with disabilities and their family groups, including the particular situation of the Afghan female judges that has been brought to the attention of the Brazilian Government.
